Doesn't Work and Should Be Free

It can't find my device. Either this isn't compatible with the Noise Cancelling Headphones 700 (which it recommends in the manual) or there's an issue finding the device even though it's connected to bluetooth. Why does this cost money after I already bought an incredibly expensive device?
