Paid 15$ for nothing - Scam App?

Paid the 15$ for the lifetime sub. But when I try to use the app it wants me to pay 15$. I tried restoring purchases, deleting and downloading, updating Android then did steps 1 and 2 and nothing. Is this app a scam? I’ve called Google customer care and they can’t fix it either. Are you folks legitimate?
