Not sending pdf to watch

Installs on Android and on watch allows search for pdf in iCloud downloads file to app shows file on Android app watch face BUT will not send file to watch !! Tried several ways to install including having watch install it app. Still will not send pdf file from phone to watch

Error

It just states error when attempting to connect to the watch. The watch is quite obviously connected. This appears to not work despite multiple restarts of both devices.
