Difficulty paying bill

Whenever I try to pay my bill with my debit card, I click the “Pay Now” button, I go to next page where the little red heart is beating & it stays there indefinitely. My payment does not go through & I have to go through an operator to pay. I can never get to the next page on how I plan to pay. I have spoken with technical help assistant twice. They are unable to fix this glitch so far.
